Program Overview
In November 2020, the Government of Quebec launched its 2030 Plan for a Green Economy (PGE 2030). With this framework policy on electrification and climate change, the government aims to make the fight against climate change a key driver of economic development and international recognition. The strategy focuses on electrifying the economy, developing other renewable energy sources, and supporting the growth of emerging economic sectors that create quality jobs. The GHG Reduction – SME stream is part of this broader initiative and supports the emergence of innovative projects that will help Quebec achieve its greenhouse gas (GHG) reduction targets more quickly.

Program Goals
- Encourage the development of innovative technologies and practices that help Quebec progress more rapidly toward its GHG reduction targets;
- Promote the implementation of new technologies that support GHG emission reduction;
- Mobilize businesses around collaborative innovation projects aimed at discovering GHG reduction solutions;
- Support the development of intellectual property related to new GHG-reducing technologies;
- Strengthen the adoption of clean technologies by businesses;
- Stimulate investment in GHG-focused innovation.
Eligibility
Eligible Businesses
SMEs (250 employees or fewer) – As Lead Applicants
Eligible Partners:
- Businesses of all sizes incorporated under current federal or Quebec law, registered with the Registraire des entreprises du Québec, with a place of business in Quebec and active production and/or R&D operations in the province;
- Quebec Public Research Institutions (IRPQ);
- Non-profit organizations (NPOs) or cooperatives incorporated under current federal or Quebec law, registered with the Registraire des entreprises du Québec, with active production and/or R&D operations in Quebec;
- Hydro-Québec and its subsidiaries.
Eligible Projects:
Projects eligible under the GHG Reduction – SME stream must:
- Demonstrate strong potential for reducing GHG emissions in Quebec: at a minimum, a potential reduction or avoidance of 100,000 tonnes of CO₂ equivalent during the first ten (10) years following the commercialization of the product, technology, or innovation;
- Be submitted by an SME established in Quebec and carrying out internal production or R&D activities within the province;
- Be carried out in collaboration with another Quebec-based company, an eligible end-user, or a Quebec public research institution (IRPQ);
- Involve the development of a new product or process, or a significant improvement to an existing product or process;
- Present the necessary level of innovation, meaning the product or process must offer a decisive advantage over existing market solutions, both nationally and internationally;
- Involve a technological or business-related risk or uncertainty for the SME;
- Demonstrate commercial potential or significant deployment potential if the product or process is intended for sale.
Terms and Conditions
- Maximum funding is $450,000 per year per project;
- Maximum financial assistance may cover up to 50% of the total project cost;
- The lead SME must contribute at least 20% of eligible project expenses;
- The maximum project duration is 2 years;
- Funding is granted to the lead SME;
- Administration fees equal to 5% of the total eligible expenses apply.
- Only funding applications submitted in French are eligible for consideration by the Ministry.
