PARTENAR-IA | ACADEMIC AIMS TO INSPIRE INNOVATION AND PROMOTE THE ADOPTION OF ADVANCES IN ARTIFICIAL INTELLIGENCE BY MAXIMIZING COLLABORATION BETWEEN QUEBEC BUSINESSES AND RESEARCHERS

Le programme PARTENAR-IA | ACADÉMIQUE s’adresse à l’ensemble des des centres de recherche publics et aux entreprises québécoises (en priorité les PME et les startups) souhaitant réaliser un projet d’innovation pour le développement et la commercialisation ou l’adoption de technologies en intelligence artificielle.

The PARTENAR-IA | ACADÉMIQUE program addresses itself to all public research institutes and Quebec businesses (SMEs and startups, first and foremost) seeking to carry out innovation projects aimed at developing and marketing or adopting technologies in artificial intelligence.

PROGRAM OBJECTIVES

  • Improve business performance through AI;
  • Promote collaboration between businesses (of all sizes, including startups) and the research and innovation communities, with a view to accelerating the integration by businesses, and by society as a whole, of technologies in artificial intelligence;
  •  Support structuring projects aimed at widespread adoption of AI by one or several sectors of the economy;
  • Support the development of projects that promise significant and immediate economic spinoff;
  • Ensure the development and consolidation of efforts to innovate in the area of AI;
  • Help position Quebec as a leader in AI development.


WHO QUALIFIES?

To qualify, projects must emphasize collaborative research in artificial intelligence and meet two further criteria:

  1. Be developed by public research institutes;
  2. Be carried out jointly by at least two (2) Quebec businesses, including one (1) SME or one (1) startup.

To qualify, SMEs must also present the following characteristics:  

  • Be legally constituted under existing Canadian or Quebec legislation and be registered with the Registraire des entreprises du Québec (REQ).
  • Be headquartered in Quebec with employees or subcontractors working primarily from Quebec.
  • Employ no more than 249 people in Quebec.
  • Have net assets of less than $50 million (including net assets of associated companies), calculated on a worldwide basis, in their taxation year ending in the calendar year preceding the given calendar year.
  • Not be owned in a proportion greater than 50% by one or several other existing businesses or organizations.

To qualify, startups in artificial intelligence must present the following characteristics:  

  • Be legally constituted under existing Canadian or Quebec legislation and be registered with the Registraire des entreprises du Québec (REQ).
  • Be headquartered in Quebec with employees or subcontractors working primarily from Quebec.
  • Not be owned in a proportion greater than 50% by one or several other existing businesses or organizations.
  • Own the intellectual property user rights for their products, processes or services.
  • Must, at the time of application, enjoy the support of a business incubator or accelerator.
  • Allocate (or plan to allocate) a significant portion of their resources (50% or more) to developing their business, from the design and development to the marketing of the product, process or service. 


PROGRAM OVERVIEW

  • Maximum grant of $350,000 per project (including ICRs of 27%, maximum) for all projects;
  • Financial aid paid to researchers;
  • Maximum aid rate from PROMPT = 40% of expenses;
  •  Maximum cumulative government aid = 60% of expenses;
  • Minimum private contributions: 40% of expenses;
  • Projects of no more than (3) three years.
